Conservative Secretary of State for Scotland Malcolm Rifkind receives a giant Thank You postcard after it is announced the domestic rates are to be abolished in December 1986. The Domestic Rates Scotland Act 1987 came into force, a communty charge was proposed and poll tax started on 1 April, 1989.
