Description
One-year-old Rachel Hinds caused a problem when mum, Edinburgh Telford councillor Lesley Hinds, took her to a Edinburgh District Council meeting in October 1984. When the meeting turned private , Conservative councillor Paul Martin questioned whether the baby was a member of the committee or if she should be excluded. The chairman said she could stay.
